William was born about 1877 in Mixbury, Oxfordshire, the son of George Cook but his mother is unknown.[Note 1]

His wife was Annie Louisa Horwood, whom he married on 3 APR 1899 in Tingewick, Buckinghamshire. Their three known children were Dolly Elizabeth (<1899-?), Winifred Annie (c1902-?) and Florence Mary (c1904-?).
