Frederick was born about 1854 in Luton, Bedfordshire, the son of unknown parents.[Note 1]

His wife was Sarah Ann Parkins, whom he married in ABT FEB 1878 in Luton, Bedfordshire. Their eight known children were Ernest James (c1879-?), Sydney Harold (c1880-?), Frederick Parkins (c1882-?), Ralph Victor. (c1884-?), Anne Agnes (c1888-?), William George (c1890-?), Arthur (c1891-?) and Frank (c1893-?).
